Capital Area Transit is hiring a Fixed Route Supervisor!

Job Summary: Supervises the daily activities of Fixed Route transportation operations. Responsibilities include providing dispatch, radio communications, and on-the-road guidance to Fixed Route Operators, and in-office guidance to Dispatchers. Monitors vehicle operation and driver performance and schedules operator relief work assignments.

Responsible for supervising Fixed Route Operators and day-to-day transportation operations to include, field services, performance, providing general oversight of Fixed Route operations. The assignment of specific essential functions to Supervisors will vary according to areas of individual expertise, shift rotation and Agency needs.


  • Associate's Degree in a related field and four (4) years of experience as a transit operator; or equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Certificates and Licenses Required:  

  • Must possess valid Pennsylvania Commercial Driver's License, which is not under suspension or revocation.
  • Must have Passenger endorsement.

Essential knowledge, skills, abilities and experience:

  • Ability to conduct performance evaluations, ensuring employees follow policies and procedures; and making disciplinary decisions and recommendations on an as needed basis; prioritizing and assigning operator work.
  • Ensures that Agency standards of safety, courtesy and reliability are met by daily monitoring of transit operations for adherence to Agency policies, rules, regulations and schedules.
  • Ability to confer with operators regarding proper safety procedures, defensive driving techniques, customer relation's issues, report preparation, and new or revised policies, procedures and schedules; counsels and takes corrective action when necessary.
  • Ability to provide field and dispatch supervision as required; furnishes advice, assistance, and direction with regard to situations that arise as a result of transit operations; monitors and evaluates operator activities and skill levels.
  • Ability to monitor transit schedules, routes and equipment through inspection; investigates and reports on schedule and route deficiencies and problems; recommends changes as necessary.
  • Ability to document daily Operations activities using database programs; supervises dispatch functions using computer aided dispatching and automatic vehicle location software; carries out special projects; prepares written reports; and maintains various administrative records.
  • Ability to prioritize and assign work to Fixed Route Operators based on hours and service requirements. Ability to plan, organize, and coordinate activities and functions of the Extra board and part-time Operators for Fixed Route services.
  • Ability to ensure Operators hours of service requirements are not exceeded, and all work assignments are made with fatigue awareness strategies considered.
  • Ability to modify and reconcile operator payroll sheets; maintains copy of operator payroll records; approves/disapproves, maintains and tracks leave requests for vacation, sick, leave without pay, military, jury duty, Union, administrative leave, and various meetings for all Operators.
  • Ability to work with law enforcement personnel to provide security to operators and customers. Recommends changes as needed. Ability to review and maintain video camera recording systems for vehicles. Provides information to law enforcement and Agency management as needed.
  • Ability to create and modify Extra Board Operator jobs based on service requirements.
  • Ability to provide accurate information to Operators about Agency policies and procedures, Union contract, and informational considerations related to scheduling, bidding, mandatory training, time-off requests, leave balances and usage, and pay hours. Ability to answer relative questions; addresses complaints and facilitates the resolution of problems.
  • Contributes to the goals and objectives of the Department, to include formulation and implementation of operational policies, procedures, and controls to ensure safe and efficient operational activities and adherence to established service, budgetary and customer satisfaction standards. Recommends changes as warranted.
  • Ability to take charge of accident or other emergency scenes, ensuring safety and security of operators, customers, and Agency equipment; reroutes buses and adjusts head-ways in response to field conditions; conducts on-the-scene accident investigation and documentation.
  • Ability to perform other duties of a similar nature or level.
  • Ability to meet regular time and attendance standards
